Legatum Institute publishes review of Schools re-opening decision

A new report by the Legatum Institute reviews the assumptions associated with the decision to re-open Schools, in England, on 8 March 2021, and finds them to have been reliable.

The report assess the projections used in the Institute's 18 February 2021 report that demonstrated how decision makers can make an evidence based assessment of the net social impact of opening Schools on different dates.

The analysis in February indicated that opening all Schools on 8 March would create a net benefit to society unless vaccinations were not as effective as expected in bringing the transmission risk down. It also showed that the choices over reopening Schools (and subsequent phased reopening) were heavily dependent on the underlying infection rate in society, as well as the impact reopening Schools (and other activities) have on the R-rate.

3 weeks on from the reopening of Schools in England, this new report reviews the accuracy of the assumptions used to model the scenarios, both in terms of the underlying patterns of infection, admission and mortality rates; the efficacy of vaccination; and also the impact of opening Schools on the transmission of the virus.

This report reviews the patterns of declining infections, Hospital admissions, and mortality over February and March. It shows population level impact of the vaccine roll-out programme as well as indications that the extensive expansion of testing is picking up a greater proportion of mild cases, even among those with positive from PCR tests. The key findings are:

The increase in positive tests for School children is overshadowing the underlying rate of decline in infections in the adult population.

The reduced rate of decline in PCR positive tests among the adult population in March is likely to be a result of a greater proportion of asymptomatic/mild cases being picked up, as it is not translating into a change in patterns of Hospital admissions.

The impact of the vaccine programme can now be seen at a population level. For older age groups, the R-rate is lower and a steeper decline in mortality rates is also evident.

Overall, the analysis supports the basis for opening Schools, on 8 March 2021, and suggests further relaxations can be made without reversing the decline in the severity of the Pandemic.

Dr Stephen Brien, Director of Policy at the Legatum Institute, said:- "Our earlier research demonstrated that the difficult subject of how to balance the multiple potential impacts of unwinding lockdown restrictions can be approached in an objective and structured fashion, so that decision makers can fully understand the complex issues at hand and the various costs and benefits of different courses of action. It is also vitally important to review the assumptions that underpinned earlier decisions, so as to learn from them and improve the quality of subsequent decisions. This new report sets out how such retrospective review can be undertaken. We hope that the Government and others use this approach to communicate the evidence behind, and build public trust in, the choices being made."


Concrete plans for Cheshire’s new Motorway Bridge!

HIGHWAYS England's congestion busting new Bridge over the M6 in Cheshire will be a step nearer by the middle of next month with the completion of a key phase of the construction work. The ₤43 million bridge is being built through the roundabout, at Junction 19 of the Motorway, at Knutsford. And after January’s huge operation to lift dozens of huge steel Bridge Beams into place, the project team is now ready to pour the concrete foundations for the Bridge Deck. The major work means yet again there will be no access to or from the A556 from Junction 19 of the motorway between Friday night and Sunday morning during the 2nd of the 2 weekends after Easter; starting on Friday, 16 April 2021. Motorway drivers will be kept on the move at all times with a 2 lane ‘up and over’ diversion using the Junction Roundabout during the day, on Saturday, 17 April 2021. Highways England project manager Khalid El-Rayes said:- "This is an exciting phase of the project when we'll be laying the foundations for the carriageway over the Bridge Beams we installed back in January. We’ve worked hard to minimise disruption to people’s journeys. The Motorway will be closed, at Junction 19, on the 3 Saturdays during the day, but we're installing a short diversion via the Roundabout allowing drivers to leave and immediately re-join the Motorway using the exit and entry slip roads."


Total UK cases Covid19 cases in and around Liverpool City Region

THE total number of UK Coronavirus (Covid19) infections that have been laboratory confirmed, within the UK, has risen by:- 2,762 cases and the total number now stand at:- 4,362,150 that includes tests carried out by commercial partners which are not included in the 4 National totals.

The total number of Covid19 associated UK fatalities added to the total, was sadly reported to be:- 26 within 28 days of positive test, according to the Department of Health. The total number of deaths of people who have had a positive test result confirmed by a Public Health or NHS laboratory is:- 126,862, within 28 days of positive test. Deaths with Covid19 on the death certificate:- 149,168.

The number of Covid19 patients currently in UK Hospitals:- 3,536. The current number of Covid19 patients currently in mechanical ventilation beds in UK Hospitals:- 517 Daily number of Covid19 patients admitted to UK Hospitals:- 273.

In England, there are a total of:- 3,814,424 confirmed cases. North West - total of:- 601,028 confirmed cases.

The latest R number is estimated at:- 0.7 to 0.9, with a daily infection growth rate range of:- -5% to -2%, as of 26 March 2021.

Daily reported Covid19 deaths are now measured across the UK as deaths that occurred within 28 days of the 1st laboratory confirmed positive Covid19 test. Daily and cumulative numbers of Covid19 patients admitted to Hospital. Data are not updated every day by all 4 nations and the figures are not comparable as Wales include suspected Covid19 patients while the other nations include only confirmed cases.

The vaccination programme began on 8 December 2020 with people receiving the Vaccine developed by Pfizer / BioNTech, and people began receiving the Oxford University / AstraZeneca Vaccine from 4 January 2021.
