Building work to get underway at new Police Station for Newton Le Willows

ON Thursday, 24 April 2024, Merseyside's Police Commissioner and Chief Constable took part in a ceremonially in which she broke the ground on the site of a new Neighbourhood Police Station for Newton Le Willows.

PCC Emily Spurrell and Chief Constable Serena Kennedy turned the 1st sod, at the site at the junction of:- Market Street and Peel Street, to get work on the new Police Hub underway.

The new Station will replace the existing building, situated just 50 metres northwest of the current facility, which has served the community since the 1970s and is now outdated and no longer fit for purpose.

Once the custom built Station is completed, it is expected to enhance the efficiency and sustainability of local policing and ensure the local team are equipped with cutting-edge facilities to better serve and protect the residents of Newton Le Willows and surrounding areas.

The new building once completed will boast a public facing General Enquiry Office, an interview and meeting room, locker area along with a multi faith room, as well state of the art operational facilities fit for modern day policing.

Designed to act as a base for community engagement, the new Station will act as a central base, making it easier for local people to report crime and seek assistance. The improved facilities will also better support the wellbeing of Officers and staff, enabling them to deliver exceptional service around the clock.

This event markes yet another milestone in the Police and Crime Commissioner's 12 year plan to continue to modernise and update Merseyside Police's Stations and buildings to ensure Officers and staff are in the right places and best equipped to serve communities across the Region.

Merseyside's Police and Crime Commissioner, Emily Spurrell said:- "Newton Le Willows Police Station is in a great position to serve its community, but sadly the existing building has reached the end of its lifespan and requires extensive repairs and maintenance. So, I'm delighted to get underway on a brand new facility for this community today, marking a significant milestone for both the people of Newton Le Willows and Merseyside Police. This new Neighbourhood Police Hub represents our unwavering commitment to modernising our facilities and enhancing community safety with one eye on the future. With state of the art technology and sustainable design, this new Station will not only improve Merseyside Police's operational efficiency, but also strengthen our ties with this community, making it easier for them to report crimes and engage with their local policing team. We are dedicated to providing the best possible environment for our Officers and staff, ensuring they are well equipped to serve and protect the residents of Newton Le Willows around the clock. I would like to extend my thanks to all our partners who have been instrumental in this project so far and I look forward to seeing the positive impact this vibrant hub will have in the years to come."

Chief Constable, Serena Kennedy KPM said:- "For more than 5 decades, the Police Station in Newton-le-Willows has served as an ideal base for providing visible and accessible neighbourhood policing for the town and the surrounding area. The location of the new Station is therefore perfect, ensuring a smooth transition in the policing service we deliver to the local community. Our Officers and staff are integral members of this community, and having a facility built to meet modern needs will be a significant improvement for both those who work there and the community as a whole."

Councillor Anthony Burns, Leader of St Helens Council, said:- "It is a great comfort for our residents that Merseyside Police has renewed its unwavering commitment to serving the community with a new Station in the heart of Earlestown. We have long campaigned for this so it's fantastic to see it come to fruition. The brand new Station will fit perfectly into the regeneration work we are already doing, transforming the town. Once complete the Station is sure to provide a bright, modern and fit-for-purpose home for the local policing team, and a vital hub for public safety and community engagement for our borough."

Matthew Wall, Public Sector Director, Morris and Spottiswood Ltd said:- "This is a modern policing facility that has been designed in collaboration with the Merseyside Police Estate Strategy team and their professional advisors, and we are proud to play our part in ensuring Merseyside Officers and staff are equipped with the latest technology and a sustainable design, to secure Newton-le-Willows policing operations for generations to come. We also want to leave a legacy beyond bricks and mortar and will be supporting the local economy by creating employment opportunities whenever possible during construction."

The new Station, which is located within the Earlestown Conservation Area, has been designed to be sympathetic to the Town's historic character, reflecting the traditional terraced layout with a double gable-ended slate roof and using red-brown brick.

It has also been designed with the aim of achieving Net Zero Carbon status, incorporating solar photovoltaics, air source heat pumps, a building energy management system, and electrical vehicle charging points to reduce running costs and environmental impact.


Liverpool hero who saved locals from drowning honoured with new mural

A hero who saved many locals from drowning in the Mersey and the Liverpool Docks, and taught countless others to swim, has been honoured with a mural in Liverpool.

John Culshaw; who is famous for his range of murals across Liverpool; has painted the mural of James Clarke, in Athol Village, is the 3rd in a series of works commissioned by local charity Mandela8. The charity are delighted to now partner with Riverside Foundation to showcase and celebrate more community role models.

Mandela8 are aiming to:- "change the face of the community we live in by portraying positive models and their achievements," and have previously commissioned murals in Liverpool of LFC's 1st Black player, Howard Gayle; photographer and urban griot Leroy Cooper; and Nelson Mandela himself.

James Clarke James was born in British Guiana (now Guyana) in 1886. At 14, he stowed away on a cargo ship bound for Liverpool and was adopted by an Irish family living in the Scotland Road area. James worked on the Docks in Liverpool, and soon joined Wavertree Swimming Club, teaching children to swim after rescuing many of them from the Leeds and Liverpool Canal.

The 1st Black man to have a street named after him, James' silver chain with 8 medals awarded to him for swimming and:- 'saving life from drowning' is on display at the Museum of Liverpool, alongside a framed certificate from the Liverpool Shipwreck and Humane Society, awarded to James for diving into the West Waterloo Dock and rescuing a man from drowning.

Sonia Bassey MBE, Chair of Mandela8 said:- "We're delighted to continue to work with Riverside Group to commission the next in our series of murals across Liverpool. James Clarke was a true local hero, saving many people from drowning in the Mersey and teaching so many others to swim so they could save themselves. As someone who is synonymous with courage and really embracing unity in his support of his local community, we felt James was the perfect subject for this mural in Athol Village. We are humbled to have the blessing of James' family ahead of the work on the piece beginning. We're thrilled to be working with John Culshaw again on this mural and have no doubt it will have the same impact as his previous works for Mandela8, including those of Leroy Cooper, Howard Gayle and Nelson Mandela himself."

Project Manager and Mandela8 Ambassador, Stephen Nze said:- "It's been great working with the talented John Culshaw over the last year on bringing this artwork to life for the legendary James Clarke and his family. We as Mandela8 are privileged and honoured to be allowed to create this mural with John and Riverside."

The family of James Clarke gave the following statement:- "We, the grandchildren, great-grandchildren, and great, great, grandchildren of James Clarke, are truly honoured and deeply grateful to see a mural created in his memory. His story is one of strength and perseverance. Despite facing racism and physical abuse, he never let those struggles define him. Instead, he rose above them to become a pillar of his community, leaving behind a legacy that continues to inspire not just our family but so many others in Liverpool and beyond. His journey is a powerful reminder that no matter the obstacles, determination and kindness can make a real difference. In today's world, where immigration is often spoken about negatively, his life shows the true impact of those who come here, work hard, and dedicate themselves to helping others. His resilience and unwavering spirit remind us all that it's not where you start but how you choose to move forward that truly matters. James Clarke, the 1st Black man in Liverpool to have a street named after him for saving countless lives at the docks and canal, left an incredible legacy that continues to inspire us all. We would like to extend our heartfelt thanks to John Culshaw for his beautiful Artistic tribute, who played a key role in bringing this vision to life, and to the Mandela 8 charity for securing the funding from Riverside Housing. Their support has made this mural possible, ensuring that our grandfather's legacy is celebrated for generations to come. James often told his children 'Let colour be your last excuse, not your first,' a powerful message that has been passed down through generations. Reminding us that the true value lies in our actions and the choices we make. This mural embodies that message, a powerful reminder of his selflessness and unwavering commitment to making a difference in his community."



Mural Artist, John Culshaw has added:- "I'm so happy to be working with Mandela8 again, bringing to life the story of this amazing man. James Clarke was a new name to me when this project arose. I started researching him and found out all the amazing things he did in his life; so much legacy to leave behind, for his family to look back upon and for others to learn about. This truly was a special project to be involved in, so I would like to thank Mandela8, Riverside and of course the Clarke family for allowing me to be part of it."

Sarah Wall, Riverside's Head of Homes & Communities has also commented that:- "We're delighted that we've been able to partner with Mandela8 again to celebrate local hero James Clarke. James embodied resilience, courage and bravery in his tireless commitment to teaching others a vital life skill, demonstrating the true meaning of community spirit."
