Newest Healthcare Facility in the NHS becomes operational

MOSSLEY Hill Mental Healthcare facility, the newest building in the NHS, has become operational and officially opened as a state of the art inpatient unit that ends dormitory style care for mental health patients in Liverpool. The 80 bed facility was built on the site of the old Mossley Hill Hospital and completed last month, since when final checks have taken place before patients moved into the £80 million site. It was partly funded from Public Dividend Capital (PDC) from the Department of Health.

Lyndsey Kelly, Deputy Director of Mersey Care's Mental Health Inpatients
, said:-"Our staff have moved out of facilities which were no longer appropriate for our patients and with this new build we're giving people the space to recover and the opportunity to engage in meaningful and therapeutic group activities to aid their recovery. There is space to engage in activities, together with lots of therapy space beyond the wards for both patients and staff to use, including the purpose built gym space, fostering a sense of community within the building. There are also excellent facilities for our carers, families and young children when they visit the facility. The environment is designed to feel warm, welcoming and family orientated, and everyone will feel included in our community whether they work here, are visiting, or 1 of our patients.”

The benefits to patients at the new facility include:-

  •  Single bedrooms with en suite bathrooms to promote privacy and dignity.
     

  • Ward and facilities named to reflect the local community, culture and history.
     

  •  4 single sex wards and a patient café.
     

  •  Therapeutic light and airy environments that include activity areas.
     

  •  Facilities that promote recovery such as:- family visiting and multi faith spaces.
     

  •  Access to safe garden areas.

Dr Anna Richman, Mersey Care's Deputy Chief Medical Officer, added:- "This is a fantastic new facility. There are four single sex wards with en suite bedrooms which means no dormitory accommodation. When you walk around it, you realise what an amazing, light building it is which is going to be great for our staff and service users, knowing how important environment is to people's recovery and wellbeing.”

During the 30 month build, the construction leads worked with local schools and colleges, employed apprentices and 2 local under 18s on work experience, as well as investing in the local economy by employing firms from the nearby area.

The health facility's new ward names, which are mostly named after significant local people, are:-

  •  Braddock Ward (Bessie Braddock, local politician and reformer)
     

  • Wilkinson Ward (Kitty Wilkinson, public health pioneer)
     

  •  Archer Ward (John Archer, 1st black Nayor in the UK, born locally)
     

  •  Roscoe Ward (William Roscoe, anti slavery campaigner)
     

  •  The Crawford Suite (named after the original landowner; where Police convey people to for a place of safety for mental health assessment)
     

  •  Oasis Café (named after the former Hospital restaurant).

The build was also subject to extensive public engagement in 2016 and more recently sessions with:- service users, patients, carers and staff who decided on colour schemes, artwork and names for parts of the site.
 


Expert warns of 'Job Carnage' and business collapses following decision to scrap the ECO4 scheme

A leading green energy expert has issued a stark warning regarding the future of the UK's energy efficiency sector, predicting a wave of insolvencies and significant job losses following the Government's decision not to renew the ECO4 scheme .

Josh Wilson, Green Energy Expert at Localists, argues that the recent budget announcement; confirming that the popular scheme will not be renewed after its 2026 end date with no replacement planned; will trigger devastating economic consequences.

Mr Wilson believes the scale of the impending crisis is being underestimated. Mr Wilson has publicly commented:- "I don't think people recognise the wave of business collapses and job losses that will occur as a result of scrapping ECO4.”

While the Government has kept the Boiler Upgrade Scheme (BUS) intact, Mr Wilson points out that the economics simply do not stack up for the average household. Although the BUS offers a £7,500 grant, the total cost of installation remains prohibitive for many.

Mr Wilson
explained:- "Despite BUS offering a £7,500 grant for heat pumps, they can still cost up to £20,000 for an air to water heat pump to be installed, meaning you'll still have to fork out over £10,000; which is unaffordable for most people.”

Government data indicates that insulation projects accounted for over 50% of work carried out under ECO4. Mr Wilson forecasts that the withdrawal of this funding will devastate Small and Medium-sized Enterprises (SMEs), which form the backbone of the industry.

Mr Wilson stated:- "Based on our own calculations, we believe that 38% of businesses in the energy efficiency sector will cease to exist by 2027 due to the scrapping of this scheme. It'll be SMEs that are hit the hardest, with 65% of the industry having less than 10 employees according to the CITB.”

The pressure on these smaller firms is compounded by rising operational costs. Mr Wilson noted:- "With the increase in minimum wage too, SMEs are just going to get squeezed out of the market.”

There are also concerns that the move will exacerbate fuel poverty in the UK's most deprived Regions. Government data reveals that the North West, Yorkshire, and the West Midlands saw the largest uptake of ECO4 during the first quarter of 2025.

Mr Wilson
warned:- "Ordinary families cannot afford a complete retrofit or £10,000 for a heat pump, so they will be placed in fuel poverty.”

The ECO4 scheme had previously come under scrutiny after it was revealed that more than 30,000 homes in the UK had suffered from botched insulation installations, putting residents at risk of damp and mould. However, industry insiders suggest that removing the funding entirely without a robust successor is an overcorrection that will stall the UK's net-zero progress.

Michael Marshall, Sales Director at LocaLists.Com, reported a palpable sense of anxiety within the market, noting a desperate surge in activity as the scheme approaches its deadline.

Mr Marshall
observed:- "There has been a growing tension in the industry on the run up to the budget, and the demand for insulation and renewable energy leads has skyrocketed because of this. But this will undoubtedly fall off a cliff in 2026 when the ECO4 scheme ends. Our own data shows that 98% of those requesting insulation are requiring funding under ECO4.”
