Police and Crime Commissioner to scrutinise Merseyside Police's use of force at next public meeting with the Chief Constable

MERSEYSIDE'S Police and Crime Commissioner, later this week, will scrutinise Merseyside Police's use of force, at her public meeting with the Chief Constable... 

The law allows Police Officers to use force, which is:- 'necessary, proportionate and reasonable' to make an arrest, prevent crime or to ensure their own safety and the safety of others.

PCC Emily Spurrell will review how the organisation exercises these powers at her three-hour public Scrutiny Meeting with Chief Constable Rob Carden and his senior team at Mann Island.

It will include:- reviewing how often Force is used when making an arrest and how often these incidents lead to an injury to either Officers or suspects. It will also review the different methods used, including:- firearms, Taser, PAVA spray, and the deployment of Police Dogs, as well as restraint tactics such as:- handcuffing.

In light of the recent tragedy involving Henry Nowak, the PCC will question the Chief Constable about how he ensures these methods are being used appropriately, proportionately, and in full compliance with the law.

The Police leaders will also review Merseyside Police's data in relation to:- 'stop and searches' conducted, including:- the number of searches that result in no further action to ensure these are being used effectively. Data will also be examined showing the personal characteristics of the people involved in these incidents, including:- their age, gender and ethnicity, to ensure these powers are being used proportionately.

Also under the spotlight will be Merseyside Police's use of new Live Facial Recognition technology, which has been deployed four times between:- December 2025 and March 2026. Estimates indicate that nearly 30,000 faces were scanned, resulting in six alerts and two arrests, and the meeting will give the Chief Constable the opportunity to update the PCC and the public on how this new technology is being used ethically, transparently and with appropriate safeguards.

The session will also focus on how Merseyside Police investigates crime, including:- how long cases take to reach a conclusion and how often this results in a positive outcome for victims of crime. Another key area of focus will be Police custody, including:- the number of people detained, how long they remain in custody, and the prevalence of drugs, as well as how often strip searches are undertaken.

As part of the session covering:- 'emerging issues,' the Police leaders will also discuss the impact of the major reorganisation undertaken within the organisation in March and the Force's plans to meet the Government's commitment to halving knife crime.

The session will also include questions submitted by the public and from the PCC's 2 independent scrutiny members.

Merseyside's Police and Crime Commissioner Emily Spurrell said:- "Police Officers are often required to respond to complex, high-pressure situations, and the use of Force is sometimes necessary to protect the public and bring offenders to justice. But these are significant powers, and it is vital they are used lawfully, proportionately and with accountability. That is why I'm committed to scrutinising how and when Force is used, in a way that is open and transparent for the public. This meeting gives the Chief Constable and his senior team the opportunity to explain clearly how these tactics are applied, how decisions are made on the ground, and how the Force ensures the highest standards are maintained. It is also an important opportunity to examine how emerging tools, such as live facial recognition, are being used responsibly, and how the Force is working to improve outcomes for victims. I will also be putting questions from members of the public to the Chief Constable, so I would encourage anyone with an interest in policing in Merseyside to tune in and follow the discussion."



Young market traders in Knowsley and Liverpool to sell:- 'School Grown' fruit and vegetables at Kirkby Market and Liverpool ONE

CHILDREN from schools across Knowsley and Liverpool will swap the classroom for market stalls this summer as they sell fresh, school-grown fruit and vegetables to the public in support of a great cause. 
 
The 1st ever Young Marketeers Knowsley Market Day will take place on:- Friday, 3 July 2026, from:- 12 to 2 pm, at:- Kirkby Market. 
 
The Young Marketeers Liverpool Market Day will take place on:- Tuesday, 7 July 2026, from:- 11.30am to 1.30pm at:- Liverpool ONE. 
 
Children from 5 Knowsley and 10 Liverpool primary schools have spent the past few months growing produce from seed with support from expert gardeners as part of Young Marketeers, a food education programme run by charity School Food Matters, funded by Knowsley Council. 
 
Now, they'll harvest and sell their produce to shoppers, putting their new gardening, teamwork and marketing skills into practice while learning more about where food comes from. 
 
Visitors to Kirkby Market and Liverpool ONE can expect to find the children selling a colourful selection of seasonal produce, such as beans, beetroot, carrots, chard, cucumber, lettuce, onions, peas, potatoes, radishes, spinach and spring onions. 
 
Young Marketeers helps children develop practical gardening and enterprise skills while nurturing a life-long positive relationship with food, providing hands-on outdoor learning opportunities and increasing awareness of food waste. Giving access to food education equips children with the knowledge, confidence and appreciation of nutritious, sustainable food needed to make healthy, informed choices well into adulthood. 
 
Stephanie Slater MBE, Founder and Chief Executive of School Food Matters, said:- "Food education is a vital life skill, and hands-on experiences such as growing and selling fresh produce can help children build a real connection with food and where it comes from. For 15 years, our Young Marketeers programme has been giving children the chance to learn new skills, work as a team and take pride in what they've grown. Market Day is a celebration of the value of food education and a moment for hundreds of enterprising young gardeners across the country to shine." 
 
Money raised from sales at Kirkby Market will be donated to The Eco Therapy Garden, a community-led therapy garden in Knowsley which offers a safe, supportive outdoor space where visitors can participate in gardening, eco therapy activities, outdoor learning and volunteering opportunities. 
 
Meanwhile, money raised at Liverpool ONE will be donated to Feeding Liverpool, the City of Liverpool's food alliance which connects and equips people and organisations to work towards good food for all. 
 
Last year, Young Marketeers reached 120 schools in 14 Cities across England. Feedback from participating children highlighted the programme's impact, with 86% saying they learned a new gardening skill, 60% learning more about where food comes from, and 52% discovering something new about healthy eating. Now in its 15th year, the programme continues to grow and will be delivered in 16 cities in 2026.
