HS2 consultation response endorsed by Liverpool City Region Cabinet

THE draft Liverpool City Region response to the national consultation on phase 2 of High Speed 2 (HS2); for proposals north of Birmingham; has been endorsed by its Cabinet on Friday, 22 November 2013.

The high-level response reiterates the Liverpool City Region's support for the HS2 project, and points to work that will be completed in Spring 2014 that will help further refine the City Region position. The studies aim to provide evidence to demonstrate the economic benefits that improved levels of connectivity and capaCity could bring to the City Region.

They will consider the plans as they stand with a high-speed line proposed as far as Crewe and also what benefits a direct HS2 link into Liverpool could bring, understanding and testing engineering options to ensure freight transport is not compromised whatever the outcome.

The Liverpool City Region is continuing to push for a direct high-speed link into the City. The consultation response recognises that this may be most realistically and successfully achieved through incremental improvements to the network which will result in a high-speed line, potentially beyond the lifetime of the current project.

Merseytravel is co-ordinating the consultation response on behalf of the Liverpool City Region. Said Chair, Cllr Liam Robinson:- "To put us in the best negotiating position with HS2 for a direct high speed line into the City, we have to have reliable evidence. This consultation response is a just first stage and will be followed by our detailed findings and recommendations. We are working closely with HS2 and together we will consider all the evidence to identify not only the optimal solution but how to achieve it. We still believe that this is ultimately about a high-speed link into the City. Our aim is to secure the best outcome for the Liverpool City Region in the short, medium and long term."

Added Joe Anderson, Mayor of Liverpool and Chair of the Liverpool City Region Cabinet:- "Our consultation response will make a clear statement of support for HS2 as an essential investment for the future economy of Liverpool City Region and bringing balance between the north and south. It is necessary to counter capaCity problems on the West Coast Mainline and will transform the rail infrastructure beyond recognition for generations to come.   There is a huge amount of work going on behind the scenes to ensure that we maximise the benefits from HS2. HS2 is definitely not something that will 'happen' to us, but a project that we help shape and refine to get the best deal."

The draft response will now be considered separately by both the Merseyside Integrated Transport Authority and the Liverpool City Region Local Enterprise Partnership on 5 December 2013. A final consultation response will be submitted to the Department for Transport by 31 January 2014.
