Is this a comment on the Beach or the state of the toilets?

An act of stupidity!

Stupidity ruled the day in Southport on Wednesday as a hoax bomb alert caused problems with commuters, shoppers and the Emergency services. A spokesman for the police said "It is a mindless act of stupidity. Lives could have been lost as the Fire Engines and Ambulances attending could not go to other emergencies."
